PRE-LIT ANTIQUE FEATHER TREE: PIFCO?

PRE-LIT ANTIQUE FEATHER TREE: PIFCO?

Hello everyone
A friend has shared his antique feather tree (yes the lights on it are/were part of the original tree)--some research appears to indicate that it's a PIFCO--the bottom is stamped England--we'd love some confirmation from some of the experts here--as well as an approximate date--which we have been unable to locate---I'm assuming it's quite early.
